Low Education Counties
Low education counties are those where at least 57 percent of residents ages 25 to 64 did not have any post-secondary education in the 2018–22 5-year American Community Survey (ACS). Metropolitan and nonmetropolitan areas are based on the U.S. Office of Management and Budget 2023 delineation of core based statistical areas.
Facilities Designated as Health Professional Shortage Areas
This layer displays the location and characteristics of institutional HPSAs, or Health Professional Shortage Areas. HPSA facilities are designated by HRSA as having shortages of primary medical care, dental or mental health providers and consist of comprehensive health centers, federally qualified health centers or other public facilities. Data are current as of April 28, 2025.
Public Education Expenditures
This layer data was obtained from the National Center for Education Statistics (NCES) Common Core of Data (CCD) School District Finance Survey. The survey provides finance data for all local education agencies (LEAs) that provide free public elementary and secondary education in the United States. County-level data was generated by CARES by aggregating school-district level records with valid reported figures for total students and total expenditures.
Expenditures are spent by each public school district on instruction, support services, capital outlay, and non-elementary/secondary education.
Manufacturing Dependent Counties
Manufacturing dependent counties are those where at least 25 percent of the county’s annual average earnings came from manufacturing or at least 17 percent of the annual average number of jobs in the county were in manufacturing over the 3-year average of 2019, 2021, and 2022.
Health Professional Shortage Areas and Components
This layer displays the location and characteristics of Primary Care Health Professional Shortage Area (HPSA) components. The HPSA component layer is different from other HPSA layers in that each HPSA is broken down from irregular geographic areas, like service areas, to standard census geographic areas – census tracts, county subdivisions, and counties.
